In terms of EPCRA Reporting obligations, California’s HMBP are the most complex compared to the Federal EPCRA Tier II Report as the CA HMBP requires both Hazardous Materials and Hazardous Waste to be included in the report. Even if you think the requirements do not apply to your facility, they more than likely do.

California HMBPs are regulated across the state by various Certified Unified Program Agencies (CUPA) which causes variations in reporting since each CUPA has the ability to set their own reporting thresholds and requirements.
