3E News ...........................................................................................................................

It's been a busy month here at 3E Company!  Toward the end of last month, we announced the acquisition of MSDS Solutions, one of the industry's premiere providers of MSDS and EH&S management products and services. We believe this acquisition will further strengthen 3E Company's leadership role in the MSDS management market, while providing additional opportunities for market expansion and globalization.  For more information on the acquisition, please click here.

We introduced several new solutions in August, including a major expansion of our award-winning 3E Online®-MSDS management solution with the introduction of 3E Online European MSDS/SDS Management, a global MSDS/SDS management service. We also introduced our new 3E Online EU Labeling module, which provides multilingual access to EU labeling information. These two new solutions enable customers to streamline the management of their EH&S information and compliance requirements across global operations.  For more information about these two new solutions, please click here.

We also announced a new enhancement to our award-winning 3E Online platform that helps customers comply with the Department of Homeland Security's (DHS) Chemical Facility Anti-Terrorism Standard 6 CFR Part 27. This innovative new capability enables customers to compare their chemical inventory against the DHS's Chemicals of Interest List to determine if they possess relevant products or chemicals.  To view the full press release, please click here.

Finally, we are pleased to announce that 3E Company has received a 2007 Appreciation Award from the Academy of Certified Hazardous Materials Managers (ACHMM). The Award recognizes outstanding support by an outside entity in advancing the objectives of the Academy. 3E Company is the first and only EH&S information services company to ever receive the Award.  To learn more about the award and why 3E Company was honored, please click here.

3E Online®-MSDS makes it easy it is to manage MSDSs for HazCom compliance, but 3E Online has many additional powerful tools:

Ask the 3Experts...............................................................................................................

"When will the revised The Australian Dangerous Goods Code be published, and when will it take effect? Additionally, what major changes have been made to the code?"

The Australian Dangerous Goods Code (7th Edition) will be published in October 2007 and will take effect January 1, 2008. A one year overlap will be allowed between the 6th and 7th edition. The 6th edition will no longer apply after December 2008.

Key changes in the 7TH edition code

The Dangerous Goods List includes new substances UN3357 to UN3481 inclusive, with the exception of UN3372. Those substances which have been removed from the Dangerous Goods List have been assigned to special provision AU05, and will be phased out by 1 January 2011.

There is no longer a distinction between packaged dangerous goods and dangerous goods. The 7th Edition uses a container based approach, and divides containers into: packaging including IBCs ("International Bulk Containers") and large packaging (however, substances assigned to UN3077 and UN3082 will not be subject to the 7th Edition of the Code when being transported in IBCs or other receptacles < 500 kg); portable tanks and multiple element gas containers; bulk containers for solids only; tank vehicles; and cylinders and pressure drums.

This edition also provides detailed packing instructions and allows the use of pressure receptacles for packing liquids and solids as well as gases (including multiple element gas containers).

The 7th Edition contains Australian specific special provisions providing exemptions for: genetically modified organisms including genetically modified seed/feed products; greasy wool; UN3077 and UN3082 transported in IBCs or any other receptacle < 500; gas oil or diesel oil or heating oil, light or petroleum distillate (conditional); the transport of un-odorized LP Gas is prohibited; and UN numbers 1014, 1015, 1079, 1080, 1081 and 2600 will be phased out by 1 January 2011.

Additional changes include:

  • Although the UN has introduced new environmentally hazardous markings for UN3077 and UN3082, when transported in packages, these substances are exempt from 7th Edition requirements (AU01);
  • The use of orientation marking for certain combination and vented single packaging will not apply under 7th Edition;
  • The new label for Organic Peroxide should be phased in over the lifespan of the 7th Edition and will not be valid after 1 January 2011;
  • The 7th edition exempts inner packaging marked and labeled in accordance with GHS from Code requirements. This edition also provides an exemption from labels on inners where the European rectangular hazard pictograms are displayed;
  • The Emergency Action Code for Liquefied Petroleum Gas is now indicated by 2YE (formerly 2WE);
  • Reverse print codes have been dropped – breathing apparatus is now used for all incidents and a bullet.

Transport of smaller quantities of dangerous goods is now provided for in the following ways: very small consignments of dangerous goods are totally exempt; as a retail distribution load – small quantities of dangerous goods for personal or household use transported in mixed loads – max 20% of load or total aggregate quantity of 2,000 kg(L); as tools of trade - small quantities of dangerous goods used by trades people and others up to a limit of 500 kg(L) of which a maximum aggregate quantity must be less than 100 for Division 2.3 and Packing Group 1; non-commercial transport of up to 25% of a placard load; and as limited quantities permitted by the Dangerous Goods List.

The 7th Edition also provides new definitions for overpack, large packaging, multiple element gas container and retail distribution load, and new comprehensive requirements for the transport of infectious substances.
