3E Online – MSDS allows users to cross reference their inventory against regulatory lists such as OSHA Carcinogens, California Prop 65, etc.  But did you know that you can access full text regulatory information for all 3E regulatory lists?

Once you are in the Chemical Analysis Tab, select Regulatory Lists. Users can select a facility, choose a regulatory list and click on ‘Analyze’ to get a list of products and the CAS RNs that are impacted by the selected list. Now that you have a list of products you can click on the product name to get a full regulatory summary for the selected product. Want more information?  Simply select a specific regulatory list from the summary page to view regulation summaries and full text regulations.

3E Online-MSDS features a new custom label feature which contains HMIS and product hazard data from 3E's chemical classification along with routes of entry and toxic organ effects using the Chemical Abstract Service (CAS) Registry Numbers (RN) from the product MSDS found in the National Institute for Occupational Safety and Health (NIOSH) Recommended Safety and Health Standards for Hazardous Agents in the Workplace. This is currently available for all 3E Online users.  Current customers who are interested in access to our new custom label feature should contact their Service Integration Specialist.

"Have there been any recent changes to the Health and Safety Data Reporting rule under the Toxic Substances Control Act?"

On January 29, 2008 the Environmental Protection Agency (EPA) published a final rule in the Federal Register amending its model Health and Safety Data Reporting rule under TSCA section 8(d). The final rule, which is effective February 28, 2008, requires manufacturers and importers of consumer products intended for use by children who also manufacture or import lead or lead compounds, as listed on the Interagency Testing Committee's TSCA section 4(e) Priority Testing List, to submit certain unpublished health and safety data to EPA. It is important to remember that the import of children's products that contain lead or lead compounds constitutes the manufacture of lead or lead compounds under the Toxic Substances Control Act. In the final rule, EPA expresses its belief that these importers are most likely to have the type of health and safety studies the Agency is seeking.

"Who does this rule impact? Does this apply to me?"

You may potentially be affected by this action if you manufacture or import consumer products intended for use by children and also manufacture or import lead or lead compounds. In the rule, EPA provides the following list of "potentially affected entities":

  • Manufacturers (including importers) of costume jewelry and novelty manufacturing (NAICS code 339914)
  • Manufacturers (including importers) of dolls and stuffed toys (NAICS code 339931)
  • Manufacturers (including importers) of games, toys, and children's vehicles (NAICS code 339932)
  • Manufacturers (including importers) of fasteners, buttons, needles, and pins (NAICS code 339993)
  • Wholesalers of toy and hobby goods, establishments with product line 12812 (NAICS code 42392)
  • Discount department stores (NAICS code 452112)
  • Warehouse clubs and supercenters (NAICS code 45291)

Matt Johnston is Director, HSE Sales and Business Development, 3E Company. In this role, he is responsible for managing international MSDgen sales and marketing activity. Matt also manages the HSE forecast and revenue stream, and a team focused on client relations and MSDgen sales, including all new, upsell and renewal business.

Matt joined HSE Systems in January 1997 as one of three principals and Director of Corporate Development, responsible for managing the company’s sales, marketing, and strategic partnership efforts. In addition to establishing HSE Systems as a viable player in the EH&S sector, Matt worked to grow HSE by branding and positioning the company’s software products and related services through pricing strategy, product literature, Web-based promotion, as well as partnerships and industry affiliations. Matt was very active in the recent sale of HSE Systems to 3E Company and has been heavily involved in the transition of the business since the June acquisition.

Matt enjoys working at 3E because of the numerous business and personal advantages.
