3E Online’s customer action list identifies products where we need your assistance to locate the appropriate MSDS. To access a list of these products, simply go to the inventory tab and select customer action. If you only want to see products that are assigned to your locations select "Products in Inventory."

Are you responsible for multiple locations? Click on "Export List to Excel" and you will see these products listed by each location. To answer 3E’s requests, simply select "Respond" and users can update product information and send it back to 3E.

New Product Enhancements

The 3E team is constantly working to add improved, advanced and sophisticated features to 3E’s current products and services. Below are a few enhancements that were recently released within 3E Online.

Department of Homeland Security (DHS) - Chemicals of Interest.  All 3E Online users can now compare their inventory to the DHS Chemicals of Interest list. The Chemical Facility Anti-Terrorism Standard requires facilities to:

  • Determine if their facility manufacturers, stores, uses or distributes chemicals above the designated thresholds provided by DHS.
  • If the thresholds have been met, they are required to complete a Top Screen by registering online with DHS’s Online CSTAT Program (The Chemical Security Assessment Tool). The Top Screen will consist of a series of questions that will determine whether the facility meets the definition of "High Risk" as defined by DHS. Within that rating each facility will be placed into one of four tiers. Facilities that are placed in Tiers 1-3 will be required to prepare a Security Vulnerability Statement (SVA) and a Site Security Plan (SSP) which must be reviewed and approved by the Department of Homeland Security.

Clients whom subscribe to 3E Online's SARA module will also have the ability to compare their inventory against the DHS list to validate if you have exceeded the DHS Screening Threshold Quantity.

Our team strives to improve our operations and add new products and services to better serve you. We always appreciate hearing what's on your mind.  Your feedback, suggestions and ideas are what keep us going 24 hours a day. We encourage you share your ideas and feedback by clicking here.

Ask the 3Experts...............................................................................................................

"I only use a few chemical products in relatively large quantity, and none of them contain constituents listed on the CERCLA Hazardous Substances list. Is it safe to say that I don’t need to worry about federal spill reporting?"

The short answer, given the limited information provided, is no - you cannot be confident that you have no potential for federal spill reporting requirements. First of all, you must consider the federal reporting requirements of EPCRA (the Emergency Planning and Community Right to Know statute). EPCRA contains hundreds of "extremely hazardous substances" with reportable quantities (RQs) as low as one pound that are not on the CERCLA Hazardous Substances List. EPCRA release reports go to the state and the local emergency planning committee – but the requirement to perform reporting is federal. Next, you need to be sure that none of the "other than large quantity" products that you use contain hazardous substances with low CERCLA RQs; as with EPCRA, some are as low as one pound. It may be necessary to perform a calculation to determine if a release of one of these products exceeds an RQ. Lastly, you must determine whether your chemical products exhibit hazard properties (ignitability, corrosivity, or reactivity) under RCRA (the Resource Conservation and Recovery Act). If a release exhibits hazard characteristics, meets or exceeds a 100 pound RQ, and is not immediately cleaned-up for repackaging, reprocessing, recycling or reuse – it is considered a release of a characteristic hazardous waste and must be reported under CERCLA – even though it was not a waste prior to the release.
