Southwest Airlines’ Compliance Management Soars
with 3E Southwest Airlines aims to use its 436
(and growing) colorful planes to safely move over 70 million
Customers and 288 million pounds of cargo annually. That cargo and
Customer baggage can contain all types of materials in them
including clothing, paperwork, birthday presents, food stuffs and
many other commercial products. Hazardous Materials (HAZMAT) are not
allowed on Southwest Airlines (with limited exceptions) and even
when offered on a commercial carrier that does transport hazardous
materials, the HAZMAT must be properly classified, packaged, marked,
labeled, documented and declared as HAZMAT. In an industry where
time is of the essence, the airline found its Safety Specialists
needing to answer frontline Employee questions quickly and
accurately 24-7. The airline considered adding staff but then
created an EH&S route that included the services of 3E. It’s

Does Korea require
translated MSDSs and labeling?
(1) MSDS
Under the Korean "Standards for the
Preparation and Availability of Material Safety Data
Sheets," a Korean MSDS must be written in
Korean (except for the proper names such as chemical names
or names of foreign institutions can be written in English).
When translating an MSDS
written in a foreign language, the original entity and time of
preparation of the MSDS must be written for reliability
purposes. When preparing an MSDS using
other reference materials, the sources of such reference
materials must be identified.
When an MSDS for reagent being used in laboratories
for the purpose of test and research is prepared in foreign
languages, it may not be translated into Korean.
(2) Label
Korean Standards for the Preparation and
Availability of Material Safety Data Sheets also requires each label
of a container to be written in Korean (including when
Korean and foreign languages are written in the same warning
labels). However, when a reagent is used in a laboratory for
test and research purposes, or finished products in storage or
transportation for export, the labels in Korean may not be affixed
thereon.

Tricks...........................................................................................................
 Searching
for information in WebInsight when you know the CAS number is pretty
straightforward, but what do you do when you don’t know the CAS
number or you’re interested in a substance that doesn’t have a CAS
number?
Chemical Name searching is the
answer to this problem. Under the Chemical Database Search tab
of WebInsight, use the drop-down box labeled Criteria to change the
selection from “CAS RN” to “Chemical Name”. You can then enter
the chemical name you are looking for in the Search Pattern box and
hit Go, but this will only return a result if the name you entered
is an exact match to a name on one of the lists in the module(s) you
checked. A better way to search is using wildcards. For
example, entering “cotton*” in the Search Pattern box will give you
a list of all names that start with “cotton” – and you can quickly
find that the Ariel-assigned identifier for cotton dust is SEQ78,
while the CAS number for cottonseed oil is 8001-29-4.
Similarly, you could enter “*cotton*” to find all chemical names
with the word cotton anywhere in the name, or enter “*cotton” to
find all chemical names that end with cotton. Note that these
last two searches will take a bit longer than the first one because
the computer searches through all of the chemical names, not just
the start of the names.
Here are some tips to help you
with conducting chemical name searches:
-
Always enclose the text
you want to search for in quotation marks in the Search Pattern
box; this is especially important if there is a space anywhere in
the name. Chemical name searches are not case-sensitive, so
capitalization does not matter (but spelling does!).
-
Try using a wildcard
pattern like “cotton*” first before using “*cotton*” or “*cotton”
to get quicker results.
-
Checking the boxes for
more modules will increase the number of names that are searched
for matches to your pattern, but it will also increase the time
required to complete the search.
-
Checking the box for
Global Inventories is usually a good idea, since the Inventories
often include many more substances than are specifically listed in
typical regulatory lists.
-
If your search returns too
many hits, try using more of the chemical name in your wildcard
search pattern – for example, using “cottonseed*” will return
fewer hits than “cotton*”
-
You can build complex
searches using standard Boolean techniques (AND, OR, NOT, and so
forth) – click on the “more” link under the Search Pattern box to
get more hints and tips on building Boolean searches.
-

WebInsight guide you through the process of building a name search
query by clicking on the “Query Builder” link.

September is National Emergency Preparedness
Month!
National Preparedness Month is a
nationwide effort held each September to encourage Americans to take
simple steps to prepare for emergencies in their homes, businesses
and schools. National Preparedness Month 2005 is being co-sponsored

ATA Files Comments on Unified Carrier
Registration:
ATA filed comments with the Federal Motor Carrier
Safety Administration August 15 on its Notice of Proposed Rulemaking
concerning the Unified Registration System, a proposal that would
combine existing Department of Transportation systems for motor
carrier filings for authority to operate, for insurance, and for
agents for service of process. Initially the combined system was to
have included the Single State Registration System as well, but the
recent federal highway bill has replaced SSRS by a legislative
solution. The rulemaking also serves to eliminate some remaining
vestiges of economic regulation, and expands most regulations that
have applied to for-hire carriers to private carriers as well.
Although ATA appreciates the efforts FMCSA is making insofar as they
may reduce the regulatory burden on motor carriers, we are seriously
concerned over some aspects of the rulemaking, in particular a
proposal to require a motor carrier to obtain a new DOT number
whenever it has a change in "ownership, management, or control,"
terms which the proposal leaves largely undefined. Members may

'Switchable' Solvents Could Lead To More Environmentally
Friendly Chemical Manufacturing
Researchers from Queen's
University and the Georgia Institute of Technology announced on Aug.
24 they have discovered a new environmentally friendly way to make
certain chemicals for pharmaceutical and other industries, such as
plastics, pesticides, dyes and fragrances. Read the full story

Agency extends comment
period on ionizing radiation
OSHA is extending
until Nov. 28 the period for the public to submit comments and
information to help determine what action, if any, the agency should
take to update its standards for occupational exposure to ionizing
radiation. The agency said the extension will give stakeholders
adequate time to comment on the National Academy of Science's
"Biological Effects of Ionizing Radiation VII" report, which was
issued June 29.
MSHA issues proposed rule
on asbestos
On July 29, the Mine Safety and
Health Administration issued a proposed rule the agency said would
reduce asbestos permissible exposure limits by 20 times. The rule
would lower the current exposure limit for 8-hour work shifts from 2
fibers per cubic centimeter to 0.1 fibers per cubic centimeter, and
would lower the short-term excursion limit from 10 fibers per cubic
centimeter sampled over 15 minutes to 1 fiber per cubic centimeter
sampled over 30 minutes. MSHA opened a 60-day comment period on the
proposed rule, and has scheduled public hearings in Denver and
Arlington, VA.
