Are there any recent or upcoming changes to Restrictions on Hazardous Substances (RoHS) I should be aware of?

China and the U.S. state of California both have issues you should be aware of. Let's start with China.

China has passed its version of “RoHS equivalent” law known as the Management Methods for Controlling Pollution by Electronic Information Products to address the growing concerns about electronic wastes in China. The law was promulgated by the Chinese Ministry of Information Industry (MII) on February 26, 2006, and it is scheduled to take effect on March 1, 2007. The details will be crafted in the form of implementing regulations. Chinese National Standards are also being drafted. For example:

  • Requirements for Concentration Limits for Certain Hazardous Substances in Electronic Information Products (SJxxxx—200x)
  • Marking for the Control of Pollution Caused by Electronic Information Products (SJ/TXXXX-2006)

The China RoHS provides a broad regulatory framework for substances restrictions, pre-market certification, labeling and information disclosure requirements affecting a broad range of products, parts and components. Even though the China RoHS is similar to the EU RoHS Directive in terms of restricted substances, the China RoHS seems to have stricter requirements on the types of product classes required to comply. Manager, Asia Pacific Regulatory Affairs

Christina Widodo has been part of the Ariel Global Research Team since 1998, working as a regulatory specialist. She joined the team to develop the Asia Pacific regulatory database and now manages all Asia Pacific regulatory affairs, acting as a primary regulatory analyst focusing on the Asia Pacific region as well as other potential regulatory scope expansion.

As for changes in RoHS in California, the Department of Toxic Substances Control (DTSC) is poised in 2007 to adopt regulations that will ban the sale of particular electronic devices that contain certain heavy metals.  This comes on the heels of the September 2003, Electronic Waste Recycling Act (EWRA), which required DTSC to develop regulations that would prohibit covered electronic devices from being sold or offered for sale in California if they are also prohibited from sale in the European Union under Directive 2002/95/EC due to the presence of heavy metals.

California’ RoHS law, found in section 25214.10 of the California Health and Safety Code, applies to “a video display device containing a screen greater than four inches, measured diagonally.”  For additional details as well as a list of which devices this includes, click here.

Get tighter control of the chemicals entering your facilities!

Managing hazardous products can be a difficult task, 3E simplifies the process.
3E Online Chemical Approval enables a designated Approval Manager to assign an approval status to products that are entering your facility, enabling tighter control of hazardous products used in your workplace. The Approval Manager uses data provided within 3E Online to make informed decisions on whether or not to approve or deny a product. This data not only includes the MSDS, but also Fire Code Classification, SARA reports, EH&S regulatory reports and valuable data about the chemical constituents that make up the product. Tips N Tricks...............................................................................................................

Getting the most out of 3E products & services

1) When building an inventory off of a catalog online, group and search for your products by Manufacturer Name.  This will allow you to select multiple products at a time vs. looking up each item individually.

2) When exporting reports to Microsoft Excel, use the (Data Only) version of Excel if you want to be able to sort information. The other version has merged cells and will not allow you to sort.

3) If you have an electronic list (Word Doc, Excel) of CAS #'s to enter when building a Custom List you can copy and paste the CAS numbers into the Add CAS Number box all at once.  In getmsds CAS's for Custom List had to be entered one at a time.
