Has the Australian List of Designated Hazardous Substances [NOHSC: 10005 (1999)] been updated?

The Australia List of Designated Hazardous Substances [NOHSC:10005(1999)] is now updated electronically. The Australia National Occupational Health and Safety Commission (NOHSC) no longer publishes a hard copy of the revised List. The last edition of the paper copy was the List of Designated Hazardous Substances [NOHSC: 10005(1999)]. The updated List is now available on the Hazardous Substances Information System (HSIS) at http://www.nohsc.gov.au/applications/hsis/searchhs.aspx.

The HSIS is a new tool to support the hazardous substances regulatory framework and is effectively a comprehensive update of the List integrating information from the Adopted National Exposure Standards for Atmospheric Contaminants in the Occupational Environment [NOHSC:1003(1995)] and subsequently declared National Exposure Standards.

The HSIS is the first internet database system made available to the public by NOSHC. It reflects the updates to Annex 1 of EEC Council Directive. According to NOHSC, a refined version of HSIS is expected to be released later in 2005.

Question: The new EU regulation on detergents just came into force. How does this affect industry?

EU Regulation No. 648/2004, which was issued in 2004 and came into force in all member states on 8 October 2005, consolidates EU legislation on biodegradability and labeling of detergents. The regulation includes several key elements that are important to industry, including:

  • A broader definition of products that are considered to be detergents has been adopted
  • Manufacturers of detergents placed on the market must ensure that their products meet the criteria for ultimate aerobic degradation set out in the regulation
  • Manufacturers are required to maintain documentation of test results completed on their products, which can be requested by the national competent authority
  • The regulation establishes new labeling requirement for several additional constituents of detergents, including optical brighteners, preservatives, and perfumes, all of which must be listed on the label regardless of their concentrations in the final products

Enter your search criteria, click the Search button at the bottom of the screen.  Locate the product you are looking for in the Search Results screen, and click on the Edit link to the right hand side of the screen. This will take you to a screen that will allow you to update internal numbers, quantity information, usage information and product-specific notes.  **Note: product name, manufacturer name/info, and facility are non-updateable fields.

You can also access the Edit link by clicking on the product name in the Search Results screen, and scrolling to the bottom of the Product Information page and clicking on Edit.

FRA: 'No Margin for Error' for Hazmat Shipments by Rail
Railroads, manufacturers, refiners, and businesses that ship or receive hazardous materials by rail should immediately improve procedures for tracking the movement of time-sensitive shipments, according to a Safety Advisory distributed by the Federal Railroad Administration recently. "Anyone involved in shipping hazardous materials must take the necessary steps to ensure that time-sensitive products are properly tracked from origin to final destination," said FRA Administrator Joseph H. Boardman. "There is no margin for error when it comes to shipping hazardous materials. Everyone involved in this process has to get it right."

The new Safety Advisory requests that all railroads conform to a recently updated railroad industry standard that identifies a list of 20-day and 30-day time-sensitive hazardous materials, and requires specific actions to speed up movement of such cars if they are delayed in transit. The advisory also emphasizes that all railroad employees who handle such shipments be aware of, and clearly understand, the procedures.

In addition, hazardous materials shippers and end users should closely monitor the products they order and/or transport through increased communication between one another and the railroad as shipments are in-transit to ensure all parties are aware of their location and expected delivery date, the FRA said.

The Safety Advisory is a direct result of an incident that occurred in Cincinnati in August 2005, Boardman said. A tank car carrying the time-sensitive chemical styrene was not delivered to its final destination, and instead apparently sat idle on the same railroad for seven months. As a result, the stabilizing agent in the styrene expired, causing a reaction that ultimately led to an unintended release of the product and a precautionary evacuation of the surrounding area. The FRA's investigation of this incident is still ongoing, Boardman added.

There are more than 1.7 million shipments of hazardous materials by rail each year, and almost all arrive at their destination safely and without incident. FRA said the Safety Advisory will further reduce the likelihood of an event similar to the recent Cincinnati incident.

Kathryn Creek once dismissed the hypothesis that skin exposure to beryllium can lead to chronic beryllium disease as the ravings of a "crazy scientist." But after learning more about the possible line between the two, she now believes the hypothesis "really made a lot of sense" and is now testing her own hypothesis concerning silica and autoimmune disorders like lupus and rheumatoid arthritis. ASSE Offers New Safety Management Standard 
DES PLAINES ? The American Society of Safety Engineers  has available for sale the newly-approved American National Standards Institute Z10 standard, which helps organizations in integrating occupational safety and health management into their overall business practices.

Recently approved by ANSI, the Z10 general consensus standard Occupational Health and Safety Management Systems was developed by a committee of experts representing business, labor, government and professional organizations. The Z10 standard provides the minimum requirements for the planning, implementation, operation and evaluation of occupational safety and health management systems.
