Question:  Is there a TSCA equivalent inventory for Europe?   What is the difference between the EINECS, ELINCS and No Longer Polymer lists?

The European Union has not created a TSCA-style list to use as chemicals inventory in Europe.  Rather, they have created a system that differentiates between three categories of substances:

  • Existing substances are listed in EINECS...(more)
  • Newly-notified substances are those substances placed on the European market after 1981, which have not been listed in EINECS...(more)
  • Polymers, in general are exempted from notification requirements, unless they contain more than 2% of a monomer not listed in EINECS...(more)

OSHA Official Urges Agency Release Beryllium Exposure Data
More than 2 months after OSHA disclosed that 10 of 271 inspectors tested are now sensitized to the highly toxic metal beryllium, putting them at risk for an incurable and potentially fatal lung disease, the agency is still resisting calls that it release the concentrations of beryllium found at each inspection where a sensitized employee conducted sampling. EPRI honors Southern Company and Georgia Power's Plant Yates for leadership in mercury emissions control technology
The Electric Power Research Institute (EPRI) presented 2005 Technology Transfer Achievement Awards to Southern Company and the staff and management of Georgia Power's Plant Yates in a ceremony on June 2 at the plant, near Newnan, Ga. These awards recognize the significant contribution Southern Company is making to help the electric generation industry develop and evaluate technologies for controlling mercury emissions from coal-fired power plants.  Read the full story here.

JCAHO Imposters on the Rise
Terrorists may be behind a recent spate of incidents in which people posed as JCAHO surveyors, doctors, or government officials to gain access to hospitals. Experts in hospital security and terrorism say the most likely explanation for these imposters' attempts to gain access is that they are collecting information for future attacks on health care facilities.

Word of the imposters has spread quietly through the health care community in the past year, but the problem gained more attention recently when the Joint Commission on Accreditation of Healthcare Organizations issued warnings about people posing as surveyors to gain access to facilities. JCAHO has received three reports in the past four months about such imposters. (Read the Joint Commission's warning at
www.jcaho.org/accredited+organizations/security.htm.) In all three cases, the imposters fled after being asked for proper identification.

Joe Cappiello, vice president for accreditation field operations with JCAHO, urges administrators to question anyone claiming to be a Joint Commission surveyor at your facility. He also offers these tips:

  • Real Joint Commission surveyors rarely visit a facility outside of normal working hours, roughly 7 a.m. to 7 p.m.
  • They often do not visit on a weekend.
  • If they do show up outside of normal working hours, they will go to the main entry point, show their identification, and ask to speak to the senior administrator in house or the administrator on call. They will not ask the first person they contact to show them around or to provide information.

At a minimum, take these steps to foil imposters:

1. Ask the visitors to show their Joint Commission identification badges.

2. Examine the letter authorizing their visit. If the surveyors are not expected for a scheduled survey, they will have a letter addressed to the head of the organization signed by Russell Massaro, MD, executive vice president of accreditation operations for the Joint Commission. The letter will explain who they are and why they are there.

3. If there is any doubt about the legitimacy of the credentials or other concerns, call your local Joint Commission account representative.
